How many do you actually need and what device/package have
you got ?

I once could get only SMT micros and wasn't using ICSP so had to
make a half-a-dozen of these adapters. The "PCB" sticking up is plain
etched board and could be stiff plastic - the IC isn't soldered to it,
just glued. The "PCB" is in turn glued to the DIL socket. Epoxy or
silcone works. Remember to finish all soldering before glueing !!!!
The connections are single strands from multi-strand hook-up wire
