If you have Microsoft Visual C, just google for "create dll visual C" and 
you will get lots of help.

If you don't have Microsoft Visual C but have some other environment or need 
to get one, the Bloodshed Dev-C++ is pretty good and the price is right. 
Also Borland is offering commandline only versions of some of their stuff 
for free.
