For time lapse, get one of these embeded linux boards with usb support, attach a hard drive and 4 usb cameras to it, 1 for each side of the car. Building it with a PIC would be somewhat difficult as the USB PICs I am aware of can't access devices on the bus. You could probably use a PIC to control the snapshot button of a cheap digital camera, and tie that into a motion and/or shock sensor though. At k-mart I got a really cheap $20 GEMINI digital camera that only has 2 buttons, takes up to 20 pictures and would be ideal for a PIC project. It even takes a few seconds of blurry video on one of its settings.
