Hi, I guess the best solution is a PIC with embedded UART. U may use e. g. PORTB (pulled up weakly which is an option) to handle the buttons and send a character assigned to each individual button. Even an F648 may be sufficient, if no other peripherials needed. The program size remains below 0,5kw I guess. Even the power could be drawn from the serial port so no external battery or such is required.
