The book says that the six commands DIR,ERA,TYPE,REN,SAVE and USER are available on any CP/M shell since they are implemented in the core (bdos ?). All the other commands are external. DOS command.com kept the same idea for a long time, but added COPY and changed the syntax of a few commands. And you are right, there is PIP, implemented as an external command.
