Electrolytic level sensors are available which are insanely sensitive if you want them to be - I've worked with them for measuring building subsidance - you can probably get cheap ones for less demanding applications as well. You may be able to arrange an optical detector on a conventional bubble level tube. You can buy electronic spirit-levels pretty cheaply at hardware/tool shops nowadays - I don;t know what they use but it might be worth taking a look.
