There are two other things that must be taken into account when considering running in the rain versus walking: wetness per surface area and puddles. When running, one tends to collect water across the side of the body facing the direction of rainfall (blowing at the back or from the side, etc.). In the case of most rains, where the vertical component is the largest most of the time (except in wind gusts), walking slowly ends with your head and shoulders being drenched but the rest of your body being (relatively) drier. Running of course reduces head and shoulder dampness but spreads that over the rest of the body. Your choice as to which you prefer; I pick diffuse dampness and run. Puddles become a much bigger problem when running- you must either jump them or slow down for them. Jumping can be a disaster, resulting in a bigger splash than otherwise necessary. Running through tends to be exciting, especially for those nearby who are choosing NOT to run.
