It looks to me like 3 IR links are needed: 1. One TO the 24C16 for the clock. 2, One TO the 24C16 for Data OUT. 3. One FROM the 24C16 for Data IN If the links are modulated (38K/40K) the clock speed of the 24C16 will need to be 1/5 the modulation speed or slower. At the 24C16, the DATA IN and DATA OUT are OR'd at the SDA pin.
