Y'know, it occured to me, perhaps the difference in xtal values (20MHz and that 3.X one) could be because you're looking at an ICD and an ICD2, which are different? Just a theory. FWIW I haven't gotten my Stolz version working yet either, but that's because I only have the A version of the chip, and at the moment I haven't had time to hook up my programmer that will handle the A (we use older programmers here because that' s all that's needed).
