Professional PCB CAD designers.  They don't touch the HW design.  The HW 
designer does the design, and places the parts with notes on issues the 
CAD guy needs to know about (clock lines, sensitive areas, etc) and then 
sends it to the CAD guy.  The CAD designer does the board layout and 
takes into account EMI and other tricky PCB specific design issues.

While there is a lot of overlap they can be considered two seperate and 
distinct areas of expertise.
