That is ultimately dependent on the DVD drive itself - early models it's
no problem, and there are firmware images on the web that allow certain
newer models to have unlimited changes.

Windows(tm) itself will limit the number of changes, you can either edit
the registry yourself or use a freeware utility such as DVD Genie to do it
for you. But that is only if the drive itself will not limit the number of
changes - google for your dvd model number.
