Unlike a real high voltage programmer, the ICD2 normally operates with the target supplying its own Vdd. Some PICs required specific timing or sequencing between Vdd and Vpp, which can't be done without controlling the Vdd line. Maybe the ICD2 overcomes this if you set it up to supply target power, but I've never tried this.
