You don't need it, but I find it often useful. It's a great way to drive the MCLR input of any PIC that will be running from the power supply. If power demand is low until power good is asserted, it also helps with power supply startup. In a current project I've got a chain of 3 10Fs. The first two control switching power supplies, and the last is a watchdog and reset controller. Each waits bout 65mS after its enable input has been continuously asserted before starting up. The output of the last releases the reset lines of a 30F4011 and some other logic.
