On some PIC's, the "A" version has a different programming algorithm.
I'm not sure about 16F628, as I use 18F chips lately.
I use IC_Prog. Dowload it (free) and see if it supports the 16F628A

Yes, if you have the necessary pins brought out to a connector, or I think
there may be a ZIF socket board available.
