I order from Newark all the time and do not pay the sales tax.  There is a
question (when click checkout), "Should your order be charged sales tax?",
just click no.  I do not have sales tax exemption certificate either and
have never been asked for.  That is probably because the order is an
international one.

Newark say that all orders will attract sales tax unless a sales tax 
exemption certificate exists.  They don't say what happens to 
International orders.

Have to say, I've never paid sales tax on anything I've ordered from 
the US, but maybe the State Newark operate out of have different laws.
