I built this.  I used 3 DC-DC converter chips ... LM2678-3.3, MC 33167 (5.0V), 
and UC2577 (SEPIC for 12V).  Currently using the relay to switch on the 
outputs (as per the ATX power-supply spec), but experimenting with MOSFETs to 
see if it would make sense to do that instead.
