Exactly what I should expect.  But I've raised cap values and lowered ESR, 
with very little effect.

This is only the sim (I have no easy way to measure this accurately).  But 
considering that I used a particular feature of the sim that was designed to 
calculate startup transients, I expect that it should not be very far off.
