When you define the part, there is a field which can be edited that goes into the description field. I suggest porting the BOM into Excel, and editing this field by hand, since many times you will have a particular spec for one or two parts. There is not a way, within Eagle, to have different descriptions for the same part, but there is a way to have different descriptions within a part family. I actually have several parts defined within one family, such as low leakage and normal leakage capacitors, that have the same footprint and symbol, just different descriptions. However, Excel makes this largely unnecessary. If you are porting BOM's, use my hack (available on the Eagle download site) called BOM2.ulp, that generates a comma separated list for better Excel import.
