Simplest I know is not a hall sensor but a 1 transistor rf oscillator 
whose tank coil with ferrite core and a small permanent magnet is near a 
moving metal part (gear, blade). The transmission is frequency modulated 
and can be received by a FM radio. Capacitive modulation also works at 
VHF/UHF.
