I remember the former Soviet Union has introduced a phone jack with diameter of 2.6mm. It has the "advantage" from their point of view it was not compatible even with phone jack 2.5mm in both direction. Not to mention 3.5mm... Such way even 0.1mm leap may be sufficient to make a barrier.
