If the fan is making noise the bearing is gone. Adding oil will work for a day, maybe two, then the noise will be back. There is no choice, once a PS fan starts making noise the fan needs to be replaced. Whether that means replacing the fan or the whole supply is up to you. Letting the supply run in that condition will only result in the fan eventually failing, usually resulting in the PSU self destructing, which usually ends up killing some components in your computer as well.
