Yes, more or less.
"Fl(3)" is three flashes of one sec each with 1 sec intervall between them.
Then add aprox 3 sec to make up 9 sec total "cycle time".
Then there are LFl ("long flash"), Q ("quick flash"), VQ ("very quick flash")
and so on.
