Aluminum foil will absolutely block light, however it might also have capacitive effects which is why I didn't recommend it before. I used to use plain old paper stickers with the firmware version written on them. That seemed to work fine in normal office illumination. To really prove it's not a light problem, I would turn off all sources of light you can, then put a heavy cardboard box around it. If it's still flaky, then you've got some other problem. That brings up the point of why use a PaleoPIC in the first place? The 12F629 is a much more capable substitute and might even be cheaper.
