You can install cygwin, which will give you a unix-like environment and the usual multitude of unix shells (with scripting capabilities) as well as explicit scripting languages (tcl, perl, etc.) Some of these have windows versions that operate without the unix environment, but there's no question in my mind that the set of "little" unix programs give you important functionality for scripting that would otherwise be difficult to find in windows environment.
