I guess that that indicates progress of some sort!
Can you check if the ocsillator is actually running - scope or radio
receiver etc.
Alternatively, program it to run on the RC oscillator & see if the
behaviour is musch the same.
Otherwise I'm starting to run out of ideas.

I just added a 4.7Kohm pull-up resistor between the MCLR pin and 5 volts.

Now the led stays on all the time. If I put my thumb (finger) on top of the

pic there is no longer any oscillation.
