I have a 33 uF tantalum capacitor directly across the LM2740 regulator 
output. I also have the recommended 0.47uF across the input.

The 10 uF and 0.1 uF capacitors are directly across the PIC itself. The 
distance between the 2940 output and the Pic is only 1.75 inches.
