It is tied to ground through a N.O. push button. This would be, in effect, 
floating. However, there is supposed to be an internal pull-up resistor in 
the Pic itself.

If I push the button down and hold it the 1Hz led quits flashing (with the 
sync signal connected). Otherwise the led remains lit, no flashing) all the 
time (no sync signal).
