Indeed!  If you adandon a vessel on the high seas it's up for anyone to salvage.  The only exception I can 
think of is if it's declared a "War Grave", which this obviously isn't.  It's well outside territorial waters 
so just because NASA used to own it, it doesn't mean it's covered by any US laws.

I imagine the reason NASA didn't bother is that it's not worth the cost of recovery.  It could be several 
miles down...
