A power supply? No IC can convert AC voltage into DC voltage cleanly without descret ecomponents. A zener can be used for a small power supply or a reference (it's a terrible reference though). Your output voltage is .. unusual and low for standard IC's. Likely you will need to resort to a number of different components to fullfill your requirements. What are you attempting to use this for?
