If you're not in the US and accept payal, it can be a pain to get the money
back out.  It's easier to just spend it within the paypal system.  You might
also just not want to link paypal to your bank account, in which case your
only option is spend the money.

BTW why do you keep saying it's $3 including shipping.  It's $16 for 4
chips, so that's $4/chip.  Assuming the shipping fee is really flat, if you
buy 100 chips it's $2.56/ship including shipping, so why keep emphasizing
$3?
