Several weeks back someone posted a link to a PIC-based automobile
diagnostics interface.  The complete circuit A&T with serial out was
$99, and source code at the PC end is available.  A quick and dirty
solution would be to add a second PIC to monitor the serial port and
perform the functions you need.

You could, of course, interface the OBD port directly, but I'd be
willing to bet that $99 is cheaper than your time to learn the
hardware/software protocols of the OBD system.
