Actually, I tend to consider the "works with ASCII only" environment a "very closed" environment :) There is no good reason beyond sloppy coding (and that's not a very good one) these days for any PC program not to accept Unicode. (Of course, in the case of compilers there are standards to be followed that govern the language.) And sloppy coding is something that most people don't cherish in their tools...
