There's a picture of one of those cheap TDK (?) inverters driving a CFL bulb here: http://homepage.mac.com/westfw/PhotoAlbum12.html It runs 600mA at 4 to 6V; probably 2W or so to the tube. It's not bad for a hack... Most "instant start" ballasts probably do not use the filament anyway; they use a high voltage generator to start the arc...
