I think that's one of the most fundamental flaws of democracy as we know it: the way we select the representatives. It seems people "with reason" don't get there very often -- pretty much independently of the country. We all probably know a few people who are reasonable enough that we would want them as representatives in any of the different elected positions -- but usually none of them is in such a position.
