In Tools | Preferences of the print preview (PPC) file editor, you can set the colors for each layer, including a "Background Layer", both in color mode and in greyscale mode. I don't know what the background layer is; it doesn't seem to appear in the PCB file, and neither in the layer selection for the printout configuration, and it doesn't seem to have any effect changing the color associated with it. You may not be able to print the Top layer doing this method. In the Protel 99 SE PPC file you can define the order of the layers freely for every printout. So this work-around should work without restrictions, if the background layer thing doesn't lead anywhere.
