I don't know about other countries, but when I was in Austria last year I was VERY impressed by the road manners of people on the Autobahn. The speed limit is usually 130 there, and everybody followed it almost to a tee. The left lane was always empty, people only came out to pass someone going less then the speed limit. That mirrors my experience in Quebec anywhere outside of the Montreal area, very courteous drivers, especially compared with the Toronto area drivers I'm used to seeing every day. Lets not talk about Montreal though, I saw the scariest driving in my life near Montreal, people tailgating at 130kph with a distance of literally a foot or two, VERY scary.
