If you use a cap to ground from MCLR then you need to add the
extra components as detailed in the datasheet. For production
(which usually isn't too cost-sensitive) I generally use this full
circuit with the power-up timer, sometimes with a s/w delay too
depending on attached h/w, and always start a prototype with
MCLR this way. A reset switch is in series with 100R (or any
low hundreds R) across the cap
