I agree though, the OP's problem is most likely bad clock fuses.

Always leave the CKOPT fuse programmed, unless you have a very good reason to use the Vittoz oscillator.  I have yet to see proper design guidelines from Atmel on using that, so I would say it's pretty dangerous.

I would say that the way Atmel does their fuses is about my least favorite part of their platform.. Programmed = 0 = Clicked in the programming software.
