The use of the Wine software project's stuff might work with some Windows-based radio programming applications, if one were dead-set on trying to get it all loaded into a Linux box. (Just an additional thought.) Or VMWare, which probably stands a really good chance of running "darn near anything" unless the manufacturer uses some sort of hardware key that plugs into a port on the machine to activate the software. Might even work then...
