Known as the "70cm" band, in the UK 430 to 440MHz is an amateur band "on a secondary basis" - that means we can use it but others can as well so there's no protection from QRM (man-made interference). It has all sorts of restrictions, and there's even a 1MHz part that can't be used within 100km of Charing Cross (centre of London). They don't say why, of course, so your guess is as good as mine :-) One of the other "users" is short-range telemetry and control, as used by traffic-reporting transmitters on motorways, house and car alarm and garage-door-opening transmitters, wireless headphones and 'speakers, weather sensors, and so on.
