I don't know where you got that information. RoHS effective date is 
July 2006. Germany's WEEE is scheduled to be in force August 13, 2005.
The regulations are a draft e.g. not finalized.

RoHS applies to all of EU, WEEE is specific to each country.

look up "Act on Electrical and Electronic Equipment" aka
"ElektroV-Beleihungsgesetz - ElektroVBG" That's Germany's
proposed WEEE. RoHS is for all EU. I guess you better look up
RoHS, too :)
