Another option might be to not use _just_ a PIC, but a PIC _and_ an old computer. Older PI and PII laptops are fairly cheap nowadays, even moreso if their screens are broken. Plus they run fairly quietly. I have a few around just to use as user interfaces to various things. The PIC does all the work, with the computer (and monitor) acting mainly as a dumb terminal. Get a cheap DOS terminal emulator, plop that on a sys'ed floppy drive, and you don't have to deal with hard drive noise either.
