try looking at anonymiser on google (or possibly anonymizer).

Ask your friend to do a traceroute from the user computer to the
www.bannedsite.com and see where the traffic is flowing from. Maybe
the guy has a dial up account and going outside from that. Or maybe he
is going to the Internet directly from NAT (gateway) instead of proxy.

After setting up a proxy did he setup a rule (firewall) like:

block in all from any any?
