Programming Specifications is the 'official' source, but there is a quicker way to find this info. In the directory mplabxxx\device you can find a .dev file for every PIC. The line with 'cfgmem(region=...-...)' tells you the address range for config memory. So this gives not only the start address, but you can also see how many bytes.
