Josh, I forgot to address this: "I sincerely doubt there is an office that sends out free copies of all the laws in the USA." No, of course there is not. However, I am free to photocopy, recompile, distribute, sell, etc... the laws once I get my hands on them. I suspect if I did the same with the NEC I'd get dragged into court fairly quickly. I think I would have a winnable position, but then, winning in court is a relative thing.
