I believe it may be a European directive thing, as earlier versions of Continental and UK plugs don't have the protection sleeving. I think that is correct, when I was in Italy the first time in 1985 the plugs had completely bare pins on them and there were only two pins per plug and they were the same size as well. However since then, I have noticed they have changed the plug/pin design.
