Can you imagine one of your switches switching off slightly slower than
the opposite swithc is switching on? To tst: remove the motor and see
what happens.

Do you have a capacitor over the motor connections? If so it is charged
and decharged at a high frequency.

Are you suer about the current you measure? Not all meters can handle
rapidly fluctuating currents.
