Presumably you mean the circuit at http://www.myke.com/elcheapo.htm It helps to provide the actual page so people who are trying to assist you do not have to navigate through the site to find what you are talking about. I have not built this programmer and have no experience of it BUT - Myke's abilities are well regarded - if he says it works then it will in most cases work as well or as badly as he says. - Regardless of the above, the capabilities of the system are extremely well discussed on the above page. It is obvious that this is a real design or, very improbably, a total con. As I * can assure you that it is not the latter you can go and read what the site says about capabilities and limitations and trust what is said. Note that by using a 74LS05 IC he has largely eliminated difficulties with transistors. There is still 1 transistor used but it is fairly non-critical. If you click on the bad looking circuit diagram a much better version opens. The use of an external power pack eliminates a number of the problems experienced with many cheap & cheerful programmers.
