A possibility however I would rather use a ceramic resonator with built-in
caps in a re-design than an external oscillator.  If I'm going to have to
shell out a bit more for the microcontroller to get an "E" grade PIC (for
example) I'd rather not keep adding cost for an external oscillator.

But this thread is generating some good ideas.  :-)
