No, in an electrical circuit, the electrons themselves move quite slowly; it's the information that travels at about c (0.7c or so for most wire.) In a tube full of marbles, the individual marbles move very slowly and the info moves at the speed of sound (in marbles.) Certain waveforms have certain component velocities higher than c, but the info transfer is still c...
